Mentor e-bike riders have three new safety rules to know after City Council approved changes covering helmets, passengers and passing pedestrians.

The biggest change: operators and passengers on Class 1 and Class 2 e-bikes must wear helmets. Ohio law already requires helmets on Class 3 e-bikes, so Mentor's new ordinance extends the requirement across all three e-bike classes. Council approved the change after city officials recommended a broader helmet rule as a safety measure.

Council also tightened the rules for carrying passengers. A bicycle or e-bike must be specifically designed and equipped by the manufacturer to carry another person, including an intended passenger seat or seating position. Officials said the change is meant to prevent improvised seating added to bikes.

The third change affects riders passing pedestrians on sidewalks and shared-use paths. Cyclists must provide an audible warning before passing. No bell or horn is required; council was told that a verbal warning such as “on your left” satisfies the requirement.

Mentor already requires an e-bike's motor to be turned off while riding on a sidewalk, and Class 3 e-bikes are restricted from the city's shared-use paths under existing local guidance.

Drivers heading into Willoughby should plan for two extended road closures that could mean detours and extra travel time in the coming weeks.

River Street between Hastings and Wilson avenues closed Sept. 18 for an extension of an earlier slope-stabilization project near Wilson Avenue. According to the City of Willoughby, the work adds another 192 feet to the project and is expected to keep that section of River Street closed for approximately six weeks. Posted detours will be in place.

Route 84 also remains closed between Shankland Road and River Road. The city reported Sept. 17 that slope stabilization there is complete, but crews are still repairing sewer infrastructure and pavement. Officials estimated that closure would continue for approximately two more weeks.

The overlapping work could affect Mentor-area residents traveling into downtown Willoughby or through the surrounding area. Because construction schedules can change, drivers should allow additional time and watch for updated city traffic notices.

The Cleveland Guardians closed their regular-season home schedule Sunday with a 1-0 win over the Athletics, completing a three-game sweep and keeping their AL Central lead intact.

Gavin Williams threw seven shutout innings, allowing three hits and striking out nine. He moved into the major-league strikeout lead with 244 as Cleveland improved to 81-75, staying 1½ games ahead of the Chicago White Sox with six games remaining.

José Ramírez scored the game’s only run in the fourth after doubling, advancing on a fly ball and coming home on Jo Adell’s infield single. Steven Kwan added three hits.

Cleveland’s bullpen escaped a late threat, with Cade Smith earning his 39th save.

The Guardians finish the season on the road with three games in Boston and three in Kansas City.

The Cleveland Browns bounced back from a rough season opener with a 23-19 comeback win over Tampa Bay on Sunday, improving to 1-1.

Deshaun Watson delivered his strongest performance in years, completing 24 of 30 passes for 238 yards and two touchdowns without a turnover.

Cleveland’s biggest drive came late in the fourth quarter, when Watson converted four third downs before hitting Blake Whiteheart for a 17-yard touchdown with 3:51 remaining.

Watson also connected with Denzel Boston on a 55-yard score in the third quarter, with Boston breaking three tackles on the play.

The Browns’ defense sealed the win against former Cleveland quarterback Baker Mayfield. Tampa Bay reached the Browns’ 13-yard line on its final possession, but a holding penalty stalled the drive before Mayfield’s fourth-down pass fell incomplete in the end zone.

Cleveland returns home Sunday, Sept. 27, to face the Carolina Panthers.
